LEGISLATIVE REPORT: The AG Bill, and Unclaimed Property Returned to Hancock County
The past week’s events in the House of Representatives primarily centered on a controversial bill that essentially strips the Office of the Attorney General of its Constitutional power to represent state agencies. The bill allows an appointed agency head to determine that a conflict exists between it and the AG and to hire its own lawyers at taxpayer expense. I attempted to counter some of the bill’s negative effects by defining a “conflict of interest” and also by exempting the Public Employees Retirement System (“PERS”) Board from hiring outside counsel, but both amendments failed on very close votes. I am also happy to report that the Mississippi Treasury Department will be returning over $1 million in unclaimed property to Hancock County residents.

Beer Sellers Hope New Bill Will Boost More Than Alcohol Content
Rep. David Baria, D-Bay St. Louis, is proposing the bill. He said he introduced the same bill more than five years ago. Baria said the state is missing out on about 700 beers that other states get but Mississippi doesn't because of current state laws.

LEGISLATIVE REPORT: The MDA, College Scholarships, and Soccer Success
This past week, our local economy and the education of our children were again of particular interest and concern at the Capitol. Along with my fellow South Mississippi lawmakers, I have co-authored a resolution to call on the Governor to focus state-sponsored economic development on South Mississippi. I am also happy to report that the legislature has passed my bill to extend the life of the Hancock County Tourism Bureau. Of concern, the Governor’s education funding proposals unveiled last week present a very troubling outlook for our state’s college scholarships. We need to ensure that our students do not encounter any more roadblocks in their path to a college degree. Finally, I want to congratulate the Bay High Boy’s and Girl’s, and the OLA varsity soccer teams on their extraordinary seasons.

LEGISLATIVE REPORT: Beer, Tourism, and the Budget
As the 2012 legislative session begins to take shape, I have started to push forward my agenda of promoting our local economy. Two bills I introduced this week represent the beginning of this endeavor. First, in order to promote our local restaurants, retail, and the state’s only operating brewery, I am again seeking to raise the legal limit of alcohol by weight in beer from 5% to 8%. Secondly, I have introduced a bill to extend the life of the Hancock County Tourism Bureau. Finally, Governor Phil Bryant has presented his recommendations for the 2013 state budget. I will work particularly hard to ensure that our children do not suffer due to proposed cuts to school funding.

Baria Introduces Beer Bill
At least one lawmaker in Mississippi is trying to drag the state into the 21st century. Rep. David Baria introduced legislation that will raise the allowed limit of alcohol by weight on beer from 5 percent to 8 percent.

Proposals could limit Miss. gov's pardon power
Democratic Rep. David Baria of Bay St. Louis is proposing some changes in state law — not the constitution — to limit the pardon power. He wants to ban any governor from issuing a pardon during the final 90 days in office.

LEGISLATIVE REPORT: The Legislative Session Kicks Off
The start of the legislative session has officially begun with a couple of very interesting weeks. First, House Democrats, no longer in charge, have organized the House Democratic Caucus. I will have the privilege of serving as a Floor Leader. Last Friday, Speaker Gunn assigned House committees to all of the House members. Finally, I have introduced three bi-partisan bills to install reasonable procedures to affect the Governor’s pardon process.

As the 2012 Mississippi legislative session gets rolling, South Mississippi lawmakers are working on bills covering topics that include crime and punishment, taxes, the size and pay of the Legislature, coastal insurance, and beer.
